In Russia, an elective municipal council. the Duma, an elective legislative assembly (Gosudárstvennaya Dúma), which was established in 1905 by a ukase of Tsar Nicholas II and lasted until the Revolution of 1917. Hence ˈdumaist, a member of a duma or the Duma.
